Rumsfeld confirmed on September 10, 2001 that some $2.3 trillion in DoD funds could not be accounted for. A long-time defense analyst comments to CBS, “ numbers are pie in the sky. These are the virtually unregulated funds that fuel the global nexis of illicite trade in drugs, arms and terrorism. Even after 9/11. BushCo has done virtually nothing to reign in the purveyors in secret finance, and has considerably expanded the scope of black budgets.

No wonder there isn't enough public money to pay teachers a living wage.
