and they have been pretending there isn't a National Response Plan - Bush wants to be the dictator of a country under martial law and he's just about got it already. He sees the hurricanes as his "enabling acts" to get him the power he wants.

Sorta backfiring at the moment, but we cannot lose track of what they are really after.
