Libby told the FBI that Russert gave him the information and then he passed it on to Cooper and Miller because "the press" had already told him.

Fitzgerald made it clear that Russert and Libby did not discuss Plame.

So yeah, it sounds like a big CYA. Perhaps a crime of opportunity. Libby talked to Russert so he seized that conversation as being the one that informed him of her identity.

Doesn't sound like Russert is involved. Don't know if Libby is deliberately screwing Russert or Russert was in the wrong place at the wrong time.
