12. Is the case still open?
Depends on the state laws and all about what you can do.
I can tell you this: anything that is logged (like 9-1-1 calls) are public domain. They are legally supposed to release them to you if you request it (though a few facts can be blacked out, ie info on minors).
If it is a family member and the pd refuses to give you any info I would contact a local politician and plead your case to them. Or the local media. Most departments don't care for community involvement-especially on a homicide case that is many years old.
