HOUSTON - House leaders will not act on the Sept. 11 commission's terror-fighting recommendations until a satisfactory compromise with the Senate is reached, House Majority Leader Tom DeLay said Wednesday.
"The House and the House leadership are going to take it in the chops from the media again because we're holding up the 9/11 commission implementation act," DeLay said during a speech at a conference about homeland security.

DeLay, R-Sugar Land, said he was proud of the fact that he was "holding it up for the right reasons."

The House and Senate have competing bills that differ on how much authority over the intelligence budget the person named national intelligence director should have. The bills also differ on whether immigration and law enforcement should be considered with intelligence reorganization.
