91. Yes, but that was budget related, not procedural.
They refused to pass a budget because they didn't like Clinton's budget. Clinton's much maligned triangulation strategy made him look like the sensible one, and the Repubs look uncompromising. So Clinton won.

Walt's talking about procedurally shutting down the government by not letting any bills get passed until the Republicans meet our conditions. IF we could pull it off, we'd have to make sure our conditions seem reasonable, and the Republican actions seem partisan and outrageous, otherwise we'd lose. The key word is "seem." It's all about the spin. We'd be trusting out future to the media spin. Dangerous. It could work, though. Bush is down, and they are looking extreme these days. I just don't think we can shut the government down. The Republicans controlled the House when they did it. We don't even control the Senate bathrooms.
