they're generally apolitical as they have to work with both parties. It was some time before Colin Powell made his intentions known.

He was ready to run and there was no room on the other side of the fence so he came left. There was little to nothing to pin him as being left or right up to this point (well the speeches were a mistake but generally delivered from a military point of view).

Pretty simple. Its convenient.
