I would guess that the campaign carefully weighed the prospective outcomes for a vote of yes, or no. As he was unable to stop the bill's passage, he focused on the General Election and chose the path that would increase the odds of him attaining the Presidency.

It is exactly a choice of enhancing his odds of winning the GE. He is a politician and a tactician. We need to support that goal; for if we do not, McCain will finish the destruction of this nation.

Just my 2 cents...
