7. Robbing Peter to pay Paul?
The state needs money to keep the schools and infrastructure running. If you cut someone's taxes you have to either raise someone else's or cut spending. For example, Texas has no income tax but (surprise!) Texans are getting hit with ridiculously high property taxes. I know someone who decided he could not afford a $500,000 home in Texas because the property tax would have been $28,000 per year.

Inheritance taxes are very unpopular. A state that tried to impose one would see a mass exodus of people. In fact people hate all taxes.
