After losing his beloved "Bailey," a Long Island man is pushing for stronger rules for dog groomers.

Bruckner said he researched and found more than a dozen dogs that died in cage driers, including Phoebe, a 3-year-old shih-tzu from Brooklyn.

Phoebe's death sparked a bill introduced by New York State Sen. Carl Krueger, which would not only ban cage driers, it would also mandate vocational licensing for groomers.

Bruckner has now launched a campaign and Web site called badgroomers.com to help get the bill passed into law.

"If the groomers had been trained this wouldn't have occurred," Bruckner said. "Had the groomers been licensed this wouldn't have occurred."
