of persons in his vicinity is completely inappropriate.

Merkel is quite obviously trying to resist his putting both of his hands on her shoulders by very quickly raising both of her arms dislodging his grip on her. You can see that she was disturbed by his pawing her.

If I were her I would have sought help from my body guards or security. * needs to be put in his place so he will know there will be consequences if he continues to manhandle people.

Putin should also have nipped his pawing of him in the bud.
