I'm just a science buff, not an expert by any means. But I have read much on this and related topics. Much of it is High School science. For instance, when you raise the energy levels, the atoms and molecules tend to move around more which makes them interact more. Also, when the energy level within an atom raises enough to bump the outer electrons to the highest energy level within their electron shell. This makes it easier for the electron to fly off, turning the atom into an ion looking for a molecular bond with all the other atoms that it is now bouncing off of. And since it is a high energy level, it's not as picky with the type of bond it will make. This creates more complex molecules.

AS far as the mutations are concerned, this is where Natural Selection comes in.

99.999% is way off. The probabillity is closer to 50/50 that it will be detrimental. Although that may go up as the complexity increases. However, if the mutation is detrimental, then the critter with that mutation will die or get eaten before it can reproduce and pass on the mutated genes. If the mutation is an advantage, then the mutated critter will reproduce like crazy, passing on those genes.
