So it's more or less a wash. Small merchants, however, pay a lot more than 3 percent. That's Wal-Mart's rate, more or less. Risky merchants, as most small retailers are classified, pay up to 8 percent. Online, they pay as much as 20 percent because of the fraud numbers.
