10. Because they are smarter than us and we are just bombing random

targets so Bush can claim he's trying. "Oooopppps, we killed 18 terrorists, and we almost got Al-Zawahiri," is what he says, but what he means is "There was this guy who wanted to marry the daughter of one of our informants, and so we bombed his house and claimed it was a terrorist hideout."
