It was "usual" for its time. Because Ford's non-existant administration served as a cover to bury the worst of the crimes that had preceded it and to set up a new enterprise that would remove itself entirely from oversight by Congress, it allowed the birth of the Bush mob that has ruled in one form or another ever since. If criminals never get punished, they get bolder. Many of the same guys were in charge as today.
