He may have fucked up in all the critical ways Breitweiser points out before, and he may have let the St. Rudy buzz go to his head afterward, but during the crisis, a comforter was needed. Someone needed to demonstrate that the system was still working, and he did provide that. This is precisely what Bush failed to provide at any time during the heat of the crisis or after. Rudy's messages were about how things were coming together and getting repaired. Bush was all about getting revenge.
