...shows just how inempe the Bush administration was during their first term in office. Dick Cheney really acted from the shadows, but others throughout the administration and on Bush's staff were acting like college sophomores pulling all-nighers for those term papers, cramming for mid-terms, copying others notes for missed lectures, etc. being content with passing grades of C minus or even D's and F's as long as they get can by and move on.
