1. Boner only shows up in invitation-only friendly forums in his district.
They include Chamber of Commerce-type settings and the like. That way, he hears what he wants to hear and returns to Washington delivering his RW bullhockey, claiming that he's only standing for what his "constituents" are telling him.

In an adjacent district in Ohio, Boner wannabe Jim Jordan does the same thing. Every time he addresses a meeting in his district, he brings out his dog and pony show about how inherently wasteful government is and everything needs to be done through the private sector. Funny thing about Jordan, he's lived off the taxpayer dime his entire professional life as a state or federal legislator, so, his rhetoric about private sector superiority rings a little hollow with me.
