Are the "Tenther" states just trying to get rid of "poor people"?

Have they concluded that if they can refuse to offer covered access to health care to everybody many of their current "poor people" will move to some other state that offers them coverage and other "poor people" will stop moving in? Class warfare?

Or not?

edit: It may not be obvious that by "poor people" I actually mean anybody who cannot get coverage under the status quo for whatever reason -- preexisting conditions, got sick last year, unemployed and can't afford it, etc. The "rich" can pay out-of-pocket so they can stay.
