And I'm just stunned that there's someone who doesn't realize why the people who protect and police a population should be a member of that population (live in the city limits) and look like the rest of the population (ie, not all be one color).

I agree with you. You can't have all white cops policing a diverse city like Chicago. Not only that, if they really tried, they could find a diverse mix of applicants to be cops in Chicago.
