That Budget was voted against in lock-step by Republicans and it took a tie breaking vote by Vice President Al Gore to pass that budget. Taxes were raised on the wealthiest 10% and lowered on all the rest of Americans and America went on to experience "The Greatest Economic Expansion in History" So much for Phil Graham's expert economic advice.
