I think Domenici, despite protestations to the contrary, is a prime retirement choice in 2008.

He's getting up in years and I've heard that he might have some major health issues.

I'd also add Ted Stevens as a potential retiree. He's well into his 80's and if it looks to him as if getting back the majority is a long-shot, he might opt to retire.
