The fact of the matter is that the world was looking to the US for some sort of leadership, direction. After all, we do need to recover some sort of respect after the debacle of Kyoto. Instead, despite promises made, opportunities were lost, time and political capital was squandered by this administration. So the climate continues to tank and nothing much is going get done.

But hey, we've got some sort of "change" coming out of the Congress soon, eh.

As far as a stronger UN, in some areas it would be nice. But the trouble is that the UN is simply set up to be a talking shop and you would have to entirely remake the institution in order to strengthen it and we all know that's not going to happen.
