Of course it could be argued that countries like Canada and Norway (etc) are cold countries filled with reasonable democratic folks. Is there a connection between extreme weather and civility? I think so. If you know that being kind to your neighbor could just save your life if your car breaks down or skids into a ditch one cold winter night and your neighbor is the only person who might find you before you die, well.... you just naturally make sure you are kind and polite.
