If someone qualifies for Medicaid, then they don't need to buy insurance. In fact, in order to qualify for Medicaid, you HAVE TO BE SO POOR THAT YOU CANNOT POSSIBLY BUY INSURANCE, no matter what the cost.

You EITHER:
Have insurance, OR
Qualify for Medicaid.

So your sentence isn't correct.
