She knew there were not enough votes for it to pass. Believe me, if the vote had been 59-41, she would not have provided the 60th vote. It's a common tactic for Senators to do that when they know a bill will fail anyway.

The entire Democratic House did that with the middle-class tax cuts, knowing full well it would fail in the Senate. They could look like angels, while contributing absolutely nothing positive to the problem of potential loss of unemployment insurance and the phase out of various other stimulative tax measures. They didn't have courage either: they just got to cast an easy vote.

Full of sound and fury and signifying nothing.
