"complaisant" means something very different than complacent.

Also, about your list--
a few items are duplicated, indicating padding.
some of it is pure opinion, such as getting Daley.
many of these "accomplishments" are bipartisan deals that would have been done no matter what.

The bigger issues are:
we still suffer from a terrible economy for working people
he is still not that popular because of this
he consistently frames things in a conservative manner
the wars are still going on
Bush admin war criminals are still not prosecuted
etc
