Thanks to their good union jobs and union pensions back in places like Michigan and Wisconsin, they are able to afford to live in plush gated compounds, and since their children graduated fifty years ago, they don't really care what happens to the schools here. Same for police and fire and other public services. They got theirs, so everyone else can go straight to hell.

These people are Scott's base, along with the usual economic elites and religious extremists.
