Democrats are at a decided disadvantage in negotiatons

with Republicans, because the latter simply do not care about governing or the deleterious consequences of their decisions on the majority of American. It's like negotiating with a madman. The GOP keeps offering completely unacceptable "compromses" just to get a temporary bill through to keep government open for another week of negotiations. They engage in this kind of extortion because they really don't care who get hurt, and they know that enough Democrats do that they can get away with it. They really act like sociopaths who shouldn't be walking the streets, let alone be in positions to make decisions that affect the country.
