A discussion I've joined on a different forum
This is taking place on the EGM NGR forums at 1up.com (http://boards.1up.com/zd/board/message?board.id=egmofftop&message.id=491697&page=1), and one poster did raise an issue that has stayed with me: how appropriate is it to blame Bush and not the local governments? I'm not saying I agree with this man, but I just wanted to say it raised some questions.

1. Part of the blame DOES lie on state/local gov'ts.
Ultimately, there was poor planning/poor communication/poor coordination on apart of all government parties involved. The result is people died.

29. Gather the facts, they are out there. Evacuations took place for
those who COULD leave. The problem for the city leaders was having nothing in place to remove those who COULDN't evacuate. But the city officials did call for Federal help in enough time to prevent most of what you are now seeing. There just simply is no excuse for what is "national" tragedy, not merely a local issue. The mayor was on all the networks as early as Sunday asking for Federal help and saying that he just believed that the government had a real interest in NO if for no other reason than the oil rigs that are located there. THERE SIMPLY IS NO EXCUSE FOR THE RESPONSE OF THE FEDERAL GOVERNMENT. Please note the following:

Announcer: The relief operation is the largest ever conducted in America. It's being coordinated by the US Northern Command in Colorado. Leftenant Commander Sean Kelly explains how the relief effort is being organized.

Kelly: US Northern Command is the command that coordinates the military support for our federal and state agencies. They call up and request a capability and we try and provide that capability, whether it's medical resources, search and rescue helicopters, food, water, transportation, communications; that's what we provide.

A: So it sounds like you're providing a bit of everything. I mean, do you know how much you're actually providing?

K: Right now we've got 4,000 soldiers, sailors, airmen and marine and coast guardsmen supporting this. They've delivered more than 9 million meals, I can't remember how many millions of liters of water.

A: 9 million meals? Do you actually have 9 million meals?

K: It's those "meals ready to eat". The packaged meals that the Army takes out with them out in the field. We have 9 million of 'em ready. I know at least 100,000 went to the Superdome the other night to help the people out there in New Orleans. So they're staged at various places throughout Mississippi, Alabama, and Louisiana.

A: Now I'm sure you're aware of the criticism that the authorities have been slow to respond to this. When did you get the order to start relief work?

K: NorthCom started planning before the storm even hit. We were ready for the storm when it hit Florida because, as you remember, it crossed the bottom part of Florida, and then we were plaining, you know, once it was pointed towards the Gulf Coast. So what we did was we activated what we call defense coordinating officers to work with the state to say okay, what do you think you'll need, and we set up staging bases that could be started. We had the USS Baton sailing almost behind the hurricane so that after the hurricane made landfall it's search and rescue helicopters would be available almost immediately. So we had things ready. The only caveat is, we have to wait until the President authorizes us to do so. The laws of the United States say that the military can't just act in this fashion, we have to wait for the President to give us permission.

A: Now I gather that your engineers are also involved in pumping some of that flood water out of the areas.

K: Yes, our military personnel are helping to reconstruct the levees which frees up the engineers to start pumping out the waters so that hopefully New Orleans can be high and dry soon enough.


So apparently everything was in position, waiting for Bush to do something.

When bush puts Function-nots at the healm of government institutions to deminish the whole idea of government - he is solely responsible for the deminished outcome.

It makes corporations look good. They could never compete with the real thing..expertise in organizations that specialize for the common good.

Is the Mayor of NO responsible for the purposely careless and slow people in control of things like FEMA? No.

WAke up!

Pentagon tried a pity play on Wednesday night "we are victims too".

There used to be experts to handle shit like this. There are no longer and it shows. A Bill Clinton expert would have the skills to walk through whatever mayor he was dealing with and get the help to the people and the control of the city in place in 24 hours.

You think the mayor of New Orleans has enough political moxie to get this going? You think the governor has the power that Bush does?

The whole counterattack on this is to blame it all on the local officials - they are Democrats. I guess they're planning ahead for 2008. Hey, what's 10,000 people dead and dying when there's money to be made? :(((

4. If they wouldn't have lost over $70 MILLION
to keep the levies repaired, there very likely would have been no breaches. If the reports issued throughout the last several years would have been acted upon, then the necessary aid would have been available from the time the first warnings were issued and could have been deployed the MOMENT that storm was gone from the area.

Some blame also rests on local authorities, but the lion's share is the direct fault of this administration.

the entire "hate government" propaganda of the last few decades. I think the local NO gummint had no resources because of tax cuts.

The incompetent political toadies Bush appointed to FEMA make it ultimately a federal fiasco though.

remember? No paperwork, no questions, just "how much do you need"

Local, State and Federal are ALL responsible. I've just never seen help move so slow after ANY disaster.

It's shameful.

Now, it's late and I'm pretty distraught because I have family down there, so maybe I'm reading too much into this, but, it doesn't seem from the reports I'm hearing that FEMA did all it said it did in regards to all of this preparation and assistance. It would be interesting to match some of the footage of the news coverage FEMA reports here to see where the truth lies. It seems, if they've done all of this, we wouldn't be seeing quite the disaster that we are as of this date. At a minimum, they don't seem to be setting up these things near where the news reporters are---can't they get there?

Of particular concern to me, in regards to this post and others, and the Hannity's and O'Reilly's gleefully putting the blame for the chaos on the Mayor and Governor, is that their press release from August 28, 2005 states "National Guard troops have been deployed to assist law enforcement in evacuations." And this part caught my attention, too, from August 29, 2005: “It is critical that fire and emergency departments across the country remain in their jurisdictions until such time as the affected states request assistance...State and local mutual aid agreements are in place as is the Emergency Management Assistance Compact and those mechanisms will be used to request and task resources needed in the affected areas.”

Washington, DC, September 2, 2005 - The Department of Homeland Security, the Air Transport Association and the Department of Transportation today announced that the airline industry has launched "Operation Air Care" to provide emergency airlift to more than 25,000 New Orleans residents stranded in the wake of Hurricane Katrina.

"Our member airlines have willingly offered to help the federal government get the job done and we will continue these efforts until they are no longer needed."

"We've cleared the runways and are watching the skies to make sure these humanitarian flights get in and out safely," said U.S. Secretary of Transportation Norman Y. Mineta. "From the moment Hurricane Katrina passed, the DOT has been working around the clock to put the people and equipment in place to sustain a massive airlift operation."

The plan, which was crafted late in the evening Thursday, allowed the first flight to New Orleans at 8 a.m. today. Participating airlines will provide aircrafts and service to airlift evacuees. Flights will depart from Louis Armstrong New Orleans International Airport to sites designated by the Federal Emergency Management Agency, such as Lackland Air Force Base in San Antonio, Texas.

The sheltering and care of more than 91,000 hurricane victims. FEMA is supporting state partners, the American Red Cross and voluntary agencies, in ensuring that victims of the storms are in safe shelters with essential life-sustaining commodities. As of today, people are in 275 shelters in Alabama, Arkansas, Florida, Louisiana, Mississippi, Tennessee and Texas.

The deployment of nearly 1,200 National Disaster Medical System (NDMS) personnel to support medical facilities and hospitals in Louisiana and Mississippi which are not fully operational. The coordination of nearly 16,000 law enforcement personnel including National Guardsmen, and federal, state and local police officers being sent to the stricken areas. FEMA has contracted for more than 650 buses to expedite the state-ordered evacuation.

200 Border Patrol agents, 200 additional law enforcement officers from other Louisiana jurisdictions and 2,000 officers from neighboring states are assisting in restoring order in the streets of New Orleans.
Nearly 500 U.S. Corps of Engineers civilians and soldiers are working on the New Orleans levee breach and coordinating the transport of ice and water.
A Disaster Recovery Center (DRC) is opening today in Bayou La Batre, Ala., and another tomorrow in Chatom, Ala.

7. No local government has the manpower to confront that crisis alone

That's why we have federal emergency management and as taxpayers pay a boatload of taxes for it.

Furthermore..when state and local governments were needed, they were there on the job. Local and state governments made requests of the feds PRIOR to the storm and got into action PRIOR to the storm.

Furthermore, local governments are suffering under Bush's economy. In 2003 alone, New Orleans had to let go of 100 cops due to Bush no longer funding the COPS program. So ONE CITY ALONE in all the areas that were harmed had a significant loss of manpower.

No one is blaming Bush for the hurricane. No one is blaming Bush because people GOT stranded. He is being blamed because they were left there and over a third of Louisiana's resources are in the mess in Iraq.

The responsibility for federal aid in disasters such as TERRORIST ATTACKS and such as catastrophes rests SQUARELY at the feet of this president and his INCOMPETENT disaster team management.

Does your "friend" on the other forum have any other issues he's like addressed?

11. This is a simple one.
There is chaos and hunger in both Louisiana AND Mississippi.
Slow response is not a Louisiana-specific occurrence.
The feds have failed in both states.
It is unrealistic to expect local govts to handle this catastrophe; they do not have the resources.
In contrast, the feds do have the resources. In fact, this was specifically mentioned in Governor Blanco's August 28th request for help to the feds.

No one has been perfect through this whole thing, but it's safe to include that the FEDS are the ones who really really fucked it up.

when all your stuff is under water, all your lines of communication are down and most of your people have left town.

New Orleans is a poor city in a poor state. Katrina was a major natural disaster that affected much of the Gulf coast, not just New Orleans. It's a national crisis.

Whenever the Bush people screw something up they look to pin the blame on someone else. Then they get the word out to their favorite news media, bloggers, political pundits, etc, and you hear them repeat the same meme, practically word for word, until everyone believes it.

It has worked, mostly anyway, until now. This is not Mayor Nagin's fault, nor Gov Blanco's. They asked for the full resources of the federal govt to be brought to bear, and this is the result. I'd be in New Orleans tonight, toting people out on my back if neccessary, except that I know the Feds aren't letting anyone in there, nor anyone out except those they take in buses to specific, controlled locations.

No sir, this is the Feds show, all the way. Whatever happens or has happened is all their doing.

.. and Hollywood, now that Angelina Jolie has piped up with some criticisms.

The RW Spin Machine is in full gear. Per SOP, as you said, they want the people to forget Bush's fuckuppery by getting them to focus on the "incompetent state officials" (save for the Republican governors, likely) and the "Hollywood hate speech that breaks the spirit of recovery efforts."

Another tactic that has already started:

"There will be a time to point fingers, analyze and cast blame, but now is not that time."

1) He sent their NG and equiptment 6,000 miles away on wild goose chase snipe hunt.
2) He slashed their levee engeneering program to fund the wild goose chase snipe hunt.
3) He partied as people prepared to die.

I'm in Baltimore. On 9/11 our Mayor Martin O'Malley Freaked Big Time. We have a World Trade Center also. He was desperately trying to get information out of the Federal Government. Are we a possible target? He got about as much as New Orleans. A whole lot of nothing. Our Mayor didn't have enough clout to get information out of the FBI. Now you expect a Mayor and Governor to be able to pick up a phone and just start ordering the Pentagon around? UN-fucking-BELIEVEable!

when a natural disaster happens in your state, no matter how big or small, the Governor calls for the state national guard to deploy.

To make my point. LA's guard is in IRAQ!
THEY CANNOT HELP THEIR STATE.
The ones left in the state came. There was not enough of them. FEMA AND HOMELAND SECURITY ARE OBLIGATED TO MAKE IMMEDIATE ASSISTANCE TO THE STATE. AS SOON AS DAMAGE IS ASSESSED THEN THEY START MAKING THE CALLS.

BUSH'S WAR IN IRAQ HAS PROVEN WHAT WE HAVE ALL BEEN SAYING. WE ARE VULNERABLE.

OUR GUARD BELONGS HOME. NOT IN IRAQ. SIMPLE

get the help they needed, forms were filled out, requests sent BEFORE the hurricane hit, the fault lies on the lack of response to those forms, requests, etc, and that was Washington's responsibility.

The right wing is trying to divert the blame from where it actually lies, that being bush and his bushbots appointed as heads of the various federal agencies, to the Mayor, the Governor, the NO police, the people themselves but there is factual documentation out there that has shot down every one of those pathetic attempts.
