For what you're doing, I'd just download GIMP or, if you're on a windows box, use Microsoft Paint.

...for what sounds like a simple project, the learning curve and financial investment on the other programs named is unnecessary. Gimp / MS Paint should suffice.

There are templates for labels, even ones with nice borders, holiday and other themes, that can be found on the internet. Start here: http://office.microsoft.com/en-us/templates/
