98 percent of those killed by cluster bombs are civilians, according to Handicap International. They are children and adults who return to their towns, fields, schools, and playgrounds after a conflict has ended, only to find unexploded cluster bombs lying in wait.

This petition is in support of legislation before Congress that is an important step forward in restricting cluster bomb use and moving toward a ban. There is an international movement against cluster bombs; let's get the United States on board.
