WAVY-TV, Channel 10 is to broadcast the debate in Hampton Roads.
Kaine spokeswoman Delacey Skinner said the insistence on a no-use agreement is a last-minute change and reflects Kilgore's unwillingness and unease at debating. She cited copyright laws as sufficient. "There is already adequate protection of what they're concerned about," she said.
The Kilgore camp is concerned that Kaine could air a TV ad using debate footage, and that by the time a court fight ensues, it would be too late. If Kaine truly wants to avoid using debate footage in his ads, he should have no problem signing the no-use agreement, even if he thinks it is redundant, the Kilgore campaign says.
