It seems to work for Ajax and they don't simply abandon the kids who don't make it, they make sure they have a decent education to fall back on if all else fails (helps explain why ex-Ajax trainees end up as intelligent football pundits too - they're not barely literate thugs).
Having said that, it does seem like a way for football teams have the government subsidise their own academy programmes by calling them schools instead.
