Campaigns on bail bond issue run afoul of finance laws:

Excerpt:
Donovan (the ballot's sponsor) is the government affairs director for the Pennsylvania-based Bail USA, which is the largest bail bond underwriter in the country.
Donovan previously was the political director for Virginians for the Preservation of Bail, a lobbying group that tried to convince the Virginia Legislature to adopt a law like Proposition 102. Duran's name also shows up as a contact on the website of Virginians for the Preservation of Bail.
Safe Streets Colorado's spokesman, Conner Morris, also has worked for the Virginia group.

Prop 102 unlocks opportunities only for bail bondsmen

Excerpt:
Complaints are rising against Colorado's 500 licensed bondsmen. Last month, the state fined International Fidelity Insurance Company $442,000. Two other companies are under investigation for ripping off customers.
Prop 102's registered agent is 21-year-old Matt Duran, who describes himself as a video game junkie and napper.
Mike Donovan, the guy leading the effort, moved to Colorado just before launching the measure and says his interest is "purely ideological."
As it happens, he works for Pennsylvania- based Bail USA, a national industry giant.
