Poll question: Robert Mugabe: incompetent or trying to give a bad reputation to reparations?

I presume that there's little controversy about Mugabe's approach being counter-productive, to say the least. Now, consider the money that Reagan forced American taxpayers to pay to bail out Savings and Loan associations. That money wasn't referred to as "reparations." Is it possible that there's a good way to undo some consequences of America's history of slavery without falling into Mugabe-style madness and without using the word "reparations"?
