It also depends on the country of origin. AbdulMutallab (Christmas Day plane bomber) is from Nigeria, a non-white and non-christian country; all Nigerians are now under severe scrutiny. Richard Reid (shoe bomber) is from Great Britain, a white and christian country; all British are not under severe scrutiny.
