27. So, if you've already been kicked off your parent's insurance, can you get back on it? I ask because I was in school today and I overheard a guy saying "Hey, about that new health care thing. I tore my ACL and it's been acting up. Since I'm only 24 and a dependent, does that mean I can go to the doctor again? I'll pay the co-pay."

1. Saw this very question in an FAQ - but there wasn't a definitive answer --

This might seem obvious, but perhaps he could contact his Congressperson or Senator's office with the question. (If he's in a red state, it's probably better if he calls a blue state senator or rep. for obvious reasons.)

3. I think they're working on the details
Maybe this is why the pre-existing for kids language isn't quite cut and dry. I read that Sebelius is going to be digging into this and making sure the policy is exactly what they intended, although whether it intended situations like the one you described is hard to say. I just hope there are more happy people than unhappy in the end.

And I can see why this is being phased in. If it all became law tomorrow, holy cow, can you imagine? It would either be a helluva stimulus or crash what's left of the economy.

5. I can't see how you couldn't be added back on......
Or else the law wouldn't make any sense. Either you are 27 or you're not.
