Inherent Contempt? Do you really believe that the Capitol Police would be able to arrest Cheney or Rice and drag them to a holding cell somewhere in the Capitol? Bush has made it clear that he's directed U.S. Attorney Taylor not to pursue a regular contempt citation. And I believe the entire House has to vote on contempt charges. It's highly unlikely that the House would vote to find Cheney or Rice in contempt.

So what do you suggest?

But we know Democrats don't have the guts for anything really dramatic. They only vote for censuring other Liberal groups. Yes I mean shut down all government period until Bush* is answerable to the people or decides to run the government himself...If the only reason Congress is in session is to keep Social Security checks rolling in then What does that say about Congress?

...although I recognize it is not likely.

But the circumstances you cite, the fact that Bush has directed his own DOJ not to pursue such charges should they be filed, are exactly the sort of thing that should prompt the use of inherent contempt, recognizing that the standard channels of justice have been blocked.

No matter. It is clear that our party will not use the mechanisms that are available to them because they are scared to death of doing something unusual, fearing that they will be viewed as "uncivil".

For my part I'm ready for less civility and more action.

Subpeona means "under penalty." It is an order to appear, and the failure to appear leads to legal punishment.

If Congress does not enforce its subpoena power, we can basically kiss Congressional oversight goodbye for the remaining (few) years of the republic.

7. Last time I checked, a subpoena is an 'order' to appear...
Anytime I received a subpoena for jury duty, I was told it would be followed up by the sheriff picking me up if I failed to appear. And on the House vote for 'inherent contempt', they do have their own 'police' available to carry out seizures in case of refusals to appear. It is under the direction of the sergeant-at-arms for the House of Representatives. But before they do this, they need to grow a spine, and also get Pelosi permission.
