The most recent decline comes almost exclusively from Democrats, whose approval of Congress fell from 23% in June to 11% in July, while independents' and Republicans' views of Congress did not change much. As a result, Republicans are now slightly more likely than Democrats to approve of the job the Democratic-controlled Congress is doing (19% vs. 11%).

The 11% of Democrats now approving of Congress is slightly lower than Gallup found in 2006, toward the end of the Republican-led 109th Congress. Democratic approval of Congress initially surged after the Democratic takeover of the U.S. House and Senate, from 16% in December 2006 to 44% in February 2007, but by August 2007 it had fallen to 21%. Democrats' approval of Congress rebounded to 37% later that year, but has since been in a nearly continuous decline.

5. I read this as a good opportunity for progressive or more "sane" candidates
This doesn't surprise me, as there's only a handful of Congressional members and Senators that are actually voting on principle. I have never been more let down by a group of people elected to office - especially after everything we were promised in 06' if we just made it happen for them.

However, I honestly feel that this presents a golden opportunity to put up other candidates to run against these incumbents when they are up for reelection. The climate is such that many people are actually taking a look at candidates and where they are on issues that really mean something, rather than looking at their favorite wedge issue or voting for who they are told to vote for. Give them options and we could send some of these morons home and start putting candidates in office that actually work for the people.

6. Obama needs to work on the Senate. McCain will start attacking him as a failed Senator
from a failed Congress. Obama's biggest weakness is his short national experience, and all of that is in the Congress, and if he's voting with the majority, and people thing the majority is doing a bad job, then he's got the potential for problems over the next four months. Reputations can change drastically in that time (ask Clinton). In four months he could be seen as an inexperienced wannabe with a weak congressional record, and all of his speeches would then sound like empty rhetoric.

Not saying that will happen, but it is a hole he needs to patch. Either make Congress more interesting, or distance himself by taking the lead against some issues. I think he avoided the FISA battle because he didn't want to chalk up a loss to Bush this early on. But with numbers like that, a principled losing stand might be better than an invisible win.

It's obvious that this is what they are doing - approaching this with the "relax! everything will be ok when Obama is elected".

As much as I want him as my President, having him as President does nothing to absolve them from their responsibilities and obligations under the constitution and to the people.

11. they have done this for years, waiting for another administration
to come in, but in the meantime, all the problems we have encountered have not been dealt with.

13. Such a shame too
So many of us here were excited in 2006 because we thought that with the new Congress, there would actually be some push back against Bush policies. How wrong we all were.

10. I think replacing a lot (read all or most) of the incumbents will go
a long way toward helping Pres Obama in his first term. But, as in the past, there will probably be only about a 10% turnover in congress.

14. The problem is.......
People may hate or disapprove of Congress as an entity but they generally like their own congressperson.

Therefore, the same office holders win re-election and remain in power thereby continuing the cycle.
