COLUMBUS - Republicans say they'll cut Ohio's way out of a potential $8 billion budget deficit - but there's only one way to do that: by cutting money for schools, universities, prisons and social services, including Medicaid.

Why? Those services comprise more than 70 percent of state government spending.

Incoming Republican Gov. John Kasich has pledged not to raise taxes, and a receptive GOP-controlled General Assembly also signaled in a commission report this month that the budget can be balanced without tax cuts.

Kasich hasn't detailed exactly what he would cut - he isn't required to propose his first budget for three more months - but has said no program is sacred.

"Tax policy pursued by both parties in Ohio has reduced revenue for the basics. Specifically, the Ohio Department of Taxation estimates that the 2005 tax changes are costing $2.1 billion a year (see Fact Sheet, Tax Reform in Ohio: http://bit.ly/cHJ3VA). As of August 2009, the Commercial Activity Tax was falling $476 million short of what was needed to reimburse schools and local governments; it is off further since then. Income tax cuts implemented since 2005 have also cost he state enormously. Restoring and raising taxes for the top one percent of Ohio earners (who earn as much as the entire bottom half of the population) would generate $600 million annuall

These cuts were implemented amid claims that they would bring prosperity to Ohio. But since pursuing this tax cut strategy, Ohio has fallen further behind, losing jobs at a faster pace than the rest of the country. While the reasons for Ohio’s job loss are complex, tax cuts have not helped, and ave left us unable to pay for the basics. Research shows that states with lower taxes have not grown faster than states that gather the revenue they need to do what matters."

A link within that one shows that poorer people pay higher state taxes than richer people.

I know that voters have an obligation to learn about a candidate's positions on major issues, but his lies about the high speed rail was beyond the pale. I can't tell you how many voters believed him when he said that he would be able to keep the money and use it for other projects in the state. He knew better than that... The man simply doesn't care about the people of Ohio.

8. He's doing exactly what he said he would do. You get what you vote for.
I feel sorry for those in Ohio who really could have used the high speed rail. Unfortunately, these states that voted for Republican leaders are going to have to reap the consequences of the leadership they have elected. Maybe by 2012, they will have learned their lesson.

10. Ohio's tax rates are moderate as it is
top income tax is 5.9%, sales taxes between 5.5%-7.75% and property tax about 1.3% of home value. The combination probably puts them about in the middle range of the states.
