Why can't I upload a new avatar?

I had an avatar uploaded but I wanted to change to this image:

Every time I try to upload it I get a page with these error messages:

Warning: move_uploaded_file(/home/httpd/html/user_avatars/214838.jpg) [function.move-uploaded-file]: failed to open stream: Permission denied in /home/httpd/html/src/profile.php on line 233

Warning: move_uploaded_file() [function.move-uploaded-file]: Unable to move '/tmp/phpORDa1p' to '/home/httpd/html/user_avatars/214838.jpg' in /home/httpd/html/src/profile.php on line 233

If this page does not refresh, please click here.

I changed to no avatar thinking I needed to clear my old one before I could upload a new one, but that made no difference.

Help!

How wet is it? NWS says we've had over 6 inches of rain since Friday

And it is currently raining at several inches per hour. Our front yard is a stream and we have a lake in the lower pasture.

Saturday I had an event to attend. On the way home I had to drive through a rain white out - raining so hard I could not see the road. Before I got into it, I looked ahead and thought it was fog or smoke. There was a line past which everything just went white. I couldn't pull over, the sides of the road there are narrow with ditches that were full of water. In fact, the road, the ditches and any level ground near the road were one flat sheet of water.

It's rained harder than that a number of times since Saturday. According to the NWS we will get serious rain through tomorrow. We're under a flash flood warning right how.

This is Florida - where's my SUNSHINE?

Eleven crocheted Doctors and a crocheted TARDIS

The ‘Doctor Who’ Knitting Circle: Part 2
By Fraser McAlpine | Posted on Tuesday, January 29th, 2013
Welcome, to anyone unfamiliar with her work, to the astonishingly nimble fingers of Austin, Texas’s crochet marvel, Allison Hoffman, who trades under the name Crafty Is Cool. Now Allison is not the first person to crochet or knit the cast of Doctor Who (remember the Doctor Who knitting circle part 1?), but she’s done such a bang-up job, it’s hard not to descend into outright dribbling worship.

First World Problems - Police Blotter version

The Police Blotter for America’s Third Most Expensive Zip Code is a Thing of First World Beauty

A woman told police someone was at her door and that when she asked who it was, no one answered. Police responded and determined the stranger outside had delivered a package.

A person was reprimanded for picking fruit from trees on a vacant property.

A resident worried that a noisy hawk in a tree was in some sort of distress. When authorities arrived, the hawk was quiet and enjoying dinner.
