I actually can't conceive of a version of the Mueller report that doesn't at least conclude that he is guilty of obstruction of justice. It's been in plain sight in what's been publicly reported for years now. Trump obstructs justice with every other tweet.

So if he isn't indicting that means he's referring the matter to congress which means next step is hearings, not "everybody walks, nothing to see here".
