When I first read your post, I assumed it meant there's a heavy Lebanese presence in Portland.....

But then I found this...

The nickname "Little Beirut" has stuck to Portland since it was first coined by the staff of former President Bush after violent protests during his visits to Oregon in the early 1990s, and the reputation remains strong.....

From Wikipedia's entry on Portland, I see there's quite a history of racism there with the business and political classes but mixed with a strong liberal presence.
