Not only decisions about the Capitol Police, but the National Guard and other available reinforcements such as Metropolitan Police Department. The lack of reinforcements was no accident, and we already know that Trump specifically blocked the National Guard. That needs to be loudly emphasized in his impeachment trial (and in subsequent criminal trials).
