29. Sinema is not negotiating in good faith, nor is she saying what she wants.

That's what is so frustrating to her colleagues. No one can negotiate or even work with another person when they tell you that they won't cooperate or come to some mutual accommodation if they won't tell you why and what it is they want. She's simply a refusenik.
