55. You do not need a license for Cable.

The FCC has marginal power to regulate some of the content on cable for profanity and obscenity, but it has no power to issue or take away licenses for cable networks.

Licenses are for terrestrial broadcasting because it is use of the Public Airwaves. Cable uses satellite for delivery. They broadcast to a paying audience that has opted in to their services through contract. It is not within the power of the FCC to interfere in those contracts.
