I hate this kind of thing as much as you do, and I'm very happy to live where I don't have to see people walking around armed like this. But I'm afraid that reporting this to police in a stateide where it's fully legal (Texas comes to mind) would get one of the following responses:

1.The cops would laugh in your face.
OR
2. They'd get pissed off at you for what they would view as "wasting their time."

I don't think it would be worth it. Ymmv.
