12. I believe States have different laws on how things are done in their State.

Georgia has a Special Grand jury that cannot indict for example. Other States do not. It was reported the Special Grand Jury voted to release the report. So they may have a law that a judge has to follow when it comes to releasing the report.

Willis must have known this could happen.
