If the Secret Service can prohibit putting handcuffs on him and can override his own decision to travel to the Capitol to be with his followers, they would appear to be the final authority.

"We can't protect him in a prison facility" is all I would expect them to need to say in order to preclude that situation.

Unless Congress authorizes a prison division to be operated by the Secret Service itself rather than the Bureau of Prisons.
